The Cabinet of Ministers is intending to draft the 2010 national budget on the ground of new relations between the central budget and local budgets.
Prime Minister Yulia Tymoshenko announced this in her opening word at a meeting of the government.
She said the Cabinet of Ministers would endorse major trends of the budgetary policy for 2010 on Wednesday.
"I think the national budget in 2010 must have positive, revolutionary features from the point of transition of funds from the center to regions," Tymoshenko said.
Tymoshenko said the Cabinet of Ministers is intending to endorse the transfer of 100% of tax land to local budgets, as well as the transport tax, fines, and the ecological tax.
The Ukrainian prime minister specified that the changes must be fixed in the Budget Code.
Tymoshenko further said she would insist on the provisions that budgets of rural and town villages must be formed directly from 2010 without mediation of regional and district authorities.
As Ukrainian News earlier reported, the Finance Ministry is intending to draft the 2010 national budget with a deficit not exceeding 3% of Ukrainian GDP.
